The Dubai Health Authority (DHA) has launched an integrated electronic financial system. The Smart Dubai Government Establishment revealed that DHA is the first government entity in Dubai to adopt the smart system, which covers all external and internal financial transactions involving all suppliers dealing with DHA departments and sectors.

DHA has started automating its systems and services to dispose of paper transactions, following the announcement of Shaikh Hamdan Bin Mohammad Bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of the Executive Council, who stated that the emirate of Dubai will celebrate the end of the governmental paper transaction era by issuing last printed government document in 2021.

This is also part of the vision of His Highness Shaikh Mohammad Bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, to transform the Government of Dubai into a smart government.

DHA announced the launch of the new paperless financial system during a meeting attended by His Excellency Humaid Al Qutami, Chairman of the Board and Director-General of DHA, and Eid Al Sabbagh, Manager of Financial Applications at Dubai Smart Government.

Through the adoption of the Smart Resource Management System and Smart Expense System, DHA has eliminated all paper financial transactions of suppliers, as well as internal transactions of DHA sectors and departments as it has successfully completed 11,651 transactions electronically from November 2016 until yesterday, as an experimental phase before the operational launch of the system.

Al Qutami said the authority, with the support of Shaikh Hamdan Bin Rashid Al Maktoum, Deputy Ruler of Dubai, UAE Minister of Finance and Chairman of DHA, has taken steps to get rid of paper transactions through its initiatives, apps and smart programmes.

Al Qutami added that this system will help bring about qualitative transformation and optimal investment in financial resources. It will increase efficiency and compatibility between the Department of Finance and the Financial Audit Department at DHA.

The Director-General expressed his gratitude for all the great efforts that the Dubai Smart Government has exerted since its launch in 2000.

On the other hand, Al Sabbagh said the authority is the first Dubai government entity to fully integrate the financial smart system explaining that suppliers no longer have to come to the authority in person to complete their transaction, as it has become completely electronic and paperless.

Ahmad Al Nuami, Director of Financial Affairs at DHA, shared in the meeting the steps that were taken to dispose of paper transactions before implementing the new system and after and how this new system provides a more efficient and accurate solution.

He said during the experimental phase between November 2016 until yesterday where the authority completed 11,651 electronic transactions, a number of workshops have been implemented to familiarise the suppliers with the new system as well as officials from the authority’s different departments and sectors.
