When workers don't find any options to take shelter in, they come up with unsafe measures, as seen in the picture. I have seen this many times at various construction sites. The Abu Dhabi Municipality has set rules and regulations for working in the summer heat such as the midday break, but we still need to work on the situation.
For example, construction companies could provide rooms or shaded areas where workers can rest.
Strict fines
Authorities have already given various suggestions to construction companies on facilities for their workers during the summer. They have also placed strict fines for companies that don't follow the rules, but more efficient implementation and greater attention is needed.
