Credit card cancellation

I have had a credit card with First Gulf Bank (FGB) since 2012. Every year, they charge me an annual fee and reverse the same, based on different criteria. This year as well, I was charged an annual fee. I got it reversed by availing auto payment for my etisalat mobile payment. Now, I have placed a request to cancel my credit card, but they are refusing to do so. If I need to cancel, I would need to pay an annual fee. This is not fair. It’s my right to cancel the card. I am not willing to keep the card active and go through this drama of annual fee and reversal.
