Abu Dhabi: The Ministry of Finance yesterday celebrated the inauguration of its zero-based budgeting and automated budget system.

"The initiative of launching the zero-based budget system is evidence of the ministry's continuous efforts to improve the quality of services provided by the federal government," said Younus Hajji Al Khouri, director-general of the ministry, during his opening speech at the inaugural function.

The new system has been developed within the framework of the ministry's effort to develop the general budget and its implementation mechanisms as well as to improve services rendered by the federal government to be among best international practices.

"This initiative is aimed at enhancing transparency as part of steps taken towards preparing the draft federal budget, in addition to simplifying the budget preparation process by utilising the most modern means of information technology," Al Khouri said.

The automated budget system was launched using Oracle's Hyperion, a leading provider of performance management systems. The system contains a central database to develop solutions for budget planning. It saves all supporting information and provides documentation of all procedures during the application process on the internet.

The zero-based budget system is in line with the ministry's strategic approach to set a three-year budget for 2011 to 2013.
