Manama: Qatar has simplified registration procedures for non-governmental organisations (NGOs) and private and professional associations.
The cabinet, on recommendations of the Minister of Social Affairs, can approve the formation of an NGO, a private or professional association even if it does not fully comply with the provisions of the law regulating them.
NGOs are required to have a minimum capital of 10 million Qatari Riyals (QR) ($2.7 million), but this condition can be waived by the cabinet, Qatari daily The Peninsula reported on Wednesday.
Private and professional bodies will initially receive a three-year renewable licence. However, the failure of the organisation to have its own or rented premises within six months of receiving the licence could result in the cancellation of the permit.
Licensed organisations and associations are required to have their by-laws and memorandum of articles or contracts endorsed by its promoters before they apply for registration.
Punitive action for breaking rules can include jail terms of one month to a year or fines ranging from QR15,000 ($4,11) to QR50,000 ($13,72) or both, the daily said.
