Overstaying foreigner found working without permit in central Philippines



Bureau of Immigration Commissioner Norman Tansingco confirmed on Monday an overstaying US citizen had been arrested after he assaulted a delivery rider in Cebu.

Manila: The Philippines’ Bureau of Immigration (BI) has detained an American who was seen on a CCTV camera berating and physically attacking a delivery rider in Cebu City, central Philippines.

Phillip Justin Bean, 43, faces deportation as an undesirable alien.

He was taken on March 1 by agents from the BI's intelligence section on March 1 inside his hotel room in Day-as, Barangay Zapatera, Cebu City, Bureau of Immigration Commissioner Norman Tansingco confirmed on Monday.

The American was seen in a viral video berating and physically assaulting a delivery rider in Cebu.

In a post on March 2, a tweep who claims to be Philip Justin Bean, claims he has lived in the Philippines for 12 years on and off and has invested his money in a local business. The tweet also claims he had been arrested for an overstay violation.

BI records show the US citizen has already overstayed his tourist visa by 11 months, said Tansingco.

“He has no right to verbally and physically abuse a Filipino citizen,” Tansingco said in a statement to the Philippine News Agency.

“His actions show that he is abusing the hospitality of our country. He should be deported for being an undesirable alien.”

The BI director claimed that the American also looks to be an illegal worker after learning that he holds a duty manager position in a business in Cebu City despite not having the necessary work permit or visa.

In order to prevent Bean from ever reentering the Philippines, he said, his name will be added to the immigration blacklist.
