Islamabad goes digital: CDA launches citywide cashless payment system

From utility bills to parking fees, citizens will soon make payments via mobile apps

Dubai: In a major step toward modernising public services, the Capital Development Authority (CDA) has announced plans to implement a fully cashless payment system across all its departments in Islamabad.

The initiative aims to improve service delivery, eliminate long queues, and increase transparency in civic transactions.

Under the new system, residents will no longer need to physically visit CDA offices to pay for services such as property tax, water bills, land transfers, or parking charges. Instead, all payments will be made through a digital platform accessible via a mobile app and online portal, which is being developed in collaboration with leading banks.

Citywide roll out

The decision was finalised during a high-level meeting chaired by CDA Chairman Muhammad Ali Randhawa on Thursday, with senior board members and officials in attendance. The meeting focused on a citywide roll out of digital payments and approved several key components of the transition.

Among the first changes: QR code payment systems will be introduced at CDA offices and service centres. A pilot program is also set to launch in selected high-traffic parking areas to test the system’s efficiency before wider implementation.

Chairman Randhawa said: “This shift to a cashless system will not only enhance transparency but also improve the speed and efficiency of public service delivery. Our goal is to make Islamabad a truly digital capital — smart, efficient, and citizen-focused.”

To ensure a smooth transition, the CDA will initiate staff training and launch public awareness campaigns highlighting how residents can access and use the new digital services.

Broader push

Officials say the cashless model supports Pakistan’s broader push for digital financial inclusion and is expected to significantly reduce bureaucratic hurdles and corruption risks associated with cash handling in government transactions.

“Imagine not having to stand in long lines or carry cash to pay your water bill. That is the future we are building,” a senior CDA official added.

The project’s initial phase targets departments with the highest public footfall. Once proven effective, the model will be scaled across the entire capital.
