Dubai’s new judicial hub aims to develop Emirati expertise and efficiency
Dubai has launched the Dubai Centre for Judicial Expertise under the guidance of His Highness Sheikh Mohammed bin Rashid Al Maktoum, marking a significant step in advancing the emirate’s judicial system.
The centre will provide courts with accredited experts from the UAE and abroad, operating under unified standards for appointment, oversight, and performance evaluation.
The initiative aims to improve the accuracy of expert reports, accelerate case resolutions, and develop specialised Emirati talent. Authorities say the move will reinforce public confidence in Dubai’s judiciary and support the city’s standing as a leading global hub for living, working, and investing.

The Centre will support judicial authorities in Dubai by engaging accredited experts from the UAE and abroad. It aims to improve the quality and efficiency of expert reports, contributing to accurate rulings and faster case resolution. It will also develop national expertise across specialised fields, establish unified standards for appointing, supervising, and evaluating experts, and build local and international partnerships to share knowledge and best practices.
Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, First Deputy Ruler of Dubai, Deputy Prime Minister, Minister of Finance, and Chairman of the Dubai Judicial Council, said: “Under the guidance of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Dubai continues to enhance its judicial system with expertise and specialised cadres to meet evolving needs. The Centre represents a qualitative leap in strengthening the justice system, providing a trusted platform for high-quality technical expertise, expediting litigation, and reinforcing transparency and integrity.”
Dr. Saif Ghanem Al Suwaidi, Director General of Dubai Courts, noted that the new law will standardise procedures and develop proven mechanisms for engaging domain expertise in legal cases. The Centre will attract distinguished experts, integrate advanced technological systems for judicial workflows, and train national cadres to meet the justice system’s requirements efficiently.
Dr. Al Suwaidi added: “Dubai Courts, under the supervision of the Chairman of the Judicial Council, is committed to maximising resources to enhance judicial services, in line with the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum to make Dubai a trusted destination for litigation.”
Dr. Abdullah Saif Al Sabousi, Secretary-General of the Dubai Judicial Council, highlighted that the Centre represents a key pillar in the technical expertise system, strengthening the legislative and regulatory framework for expert work in Dubai and meeting growing judicial needs for specialized evaluation.
The Centre will be overseen by a Board of Directors chaired by the Director of Dubai Courts, with members from judicial and non-judicial entities. An executive body, led by a Director General, will implement strategic plans, while a Steering Committee will supervise the transfer of competencies and resources from Dubai Courts and the Rental Disputes Center during the transitional period.
The Centre will receive expert appointment requests from judicial authorities and assign appropriate specialists from its in-house team, the private sector registry, government entities, or international institutions as required. It will also establish a comprehensive legislative framework governing expert work before judicial authorities, ensuring report accuracy and strengthening litigants’ confidence.
The establishment of the Dubai Centre for Judicial Expertise reflects the leadership’s commitment to innovative institutional solutions that elevate judicial efficiency, reinforce the rule of law, and strengthen Dubai’s position as a leading global city for quality of life and business.
