What is the MOHRE offer letter and when do you need one?
Dubai: If you are planning to switch jobs or are about to join the UAE workforce, you may have received a job offer from a potential employer. However, did you know that apart from the regular offer letter, sent by a UAE employer, there is also an offer letter issued by the Ministry of Human Resources and Emiratisation (MOHRE)? What is a MOHRE offer letter and when do you need one? Here is all you need to know.
What is a standard or regular job offer?
Mohamed Elmasry, an associate with Al Suwaidi and Company, Advocates and Legal Consultants, spoke about how a standard job offer letter differs from a MOHRE offer letter.
“A job offer is an invitation for a potential employee to work in a specific position for an employer. Job offers typically contain the details of the employment offer or contract, including salary, benefits, job responsibilities, the reporting manager's name and title, and other relevant information,” he said.
What is a MOHRE employment job offer?
“The MOHRE job offer simply includes all the information previously agreed upon between both parties – employer and employee – stated in the regular job offer and authenticated by MOHRE. It is one of the steps to acquiring the employment visa, which shall be followed by signing the MOHRE contract,” Elmasry said.

When do you need the MOHRE offer letter?
Rashid Khwaja, a public relations officer, at B2B Document Clearing, spoke about how most government procedures require a MOHRE offer letter, as the offer letter issued only on the company’s letterhead is not accepted.
“There are two types of offer letters – one which is issued from the company to employees, once they are selected after the interview. This contains company rules and regulations with the salary and other details. This kind of an offer letter must be on the company letterhead and is not accepted by any government department. A person cannot start working with the company on this offer letter. The second one is issued from MOHRE with Ministry rules and regulations, containing the employee’s details like his or her position, salary, notice period, probation period etc. This offer letter is issued from MOHRE, so it is legal and genuine and accepted by all government sectors,” Khwaja added.

One of the most common places where you may need a MOHRE offer letter is when you are placing your family’s visa on hold, as you switch your visa from one employer to another.
“The service of putting your family’s visa on hold allows a family’s sponsor to tell the authorities that he or she does not want to cancel the family’s visa, but put it on hold instead, while he or she changes the sponsor for employment,” Khwaja added.
In the required documents, immigration authorities require applicants to submit a MOHRE offer letter specifically, in order to process the hold request. If you would like to know more about the process, read our detailed guide here.
