Mosul: Iraqi police banned vehicles from Mosul's streets for Saturday's provincial elections, which is the first in three years.
Tight security was put in place, which includes driving bans in other major cities and searches of all voters.
There were no reports of serious violence in the hours before the polls opened.
As a sign of the tension, Mosul residents were told to stay at home until they are ready to vote.
The measures in Mosul were imposed days after gunmen assassinated a local Sunni candidate.
