Amer Centres, which manage visa processes in Dubai, explained the regulations for people who may have had an entry permit for the UAE but were unable to come in.

Except holders of residence visas and diplomatic passports, entry for all visa holders was suspended until further notice.

Pre-issued visas had been cancelled by UAE authorities, and passengers asked to not fly in, according to a notification by the GDRFA.
