Dubai ramps up Emirati broker training as property transactions top Dh500m

Programme tops 180% of annual broker target; DLD calls for wider developer engagement

Dubai: The Dubai Land Department (DLD) has announced the expansion of its Dubai Real Estate Broker Programme, encouraging more Emirati citizens to register for the initiative, which has already exceeded 180% of its annual qualification target.

The programme, aimed at increasing national participation in Dubai’s real estate sector, has seen more than AED 500 million in transaction value completed through qualified Emirati brokers since launch. In parallel, 231 new brokerage companies have been licensed, marking a significant milestone in the sector’s Emiratisation drive.

“This initiative is key to integrating Emirati talent into a vital sector of the economy,” said a DLD statement. “The programme supports the broader goals of the Dubai Social Agenda 2033.”

Participants who complete the training receive a ‘National Broker’ licence valid for three years, allowing them to operate under Dubai’s regulatory framework. The training courses are run in collaboration with accredited academic institutions and aim to equip citizens with specialised real estate knowledge and professional skills.

Public-private collaboration

To support broader participation, DLD is calling on real estate developers and brokers who have not previously engaged with the programme to present proposals and collaborate as partners. The goal is to create an integrated ecosystem that offers high-quality training and employment pathways for UAE nationals.

So far, DLD has held more than 10 stakeholder gatherings involving 71 strategic partners, including 26 real estate developers, 38 brokerage firms, and four training institutes. This collaboration aims to build a pipeline of opportunities and deepen Emirati involvement in real estate professions.

Performance incentives

In a bid to encourage Emirati employment across the sector, DLD will soon introduce a points-based incentive system for brokerage firms that hire UAE nationals.

The initiative also includes allocating a percentage of real estate projects to programme participants and supporting their placement in active brokerage firms, boosting long-term employment prospects.
