Updated plan marks a major shift in governance, moving beyond regulations to efficiency
Dubai: The UAE today launched the Federal Government’s new Strategic Plan 2031, redefining the metrics of government success—shifting the focus from regulatory volume toward efficiency, intelligent resource use, and digital agility.
The new strategic plan was announced by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, in a post shared on X (formerly Twitter).
“We have launched the new edition of the federal government’s strategic plan for 2031,” Sheikh Mohammed wrote. “This edition will focus on utilizing artificial intelligence in planning, simplifying and reducing procedures and requirements, and achieving greater financial efficiency for the federal government.”
The updated plan represents a significant evolution in governance philosophy, with Sheikh Mohammed noting that past success metrics for governments were based on the strength of regulations, inspection teams, and comprehensive procedures.
“Today, the measure of success in governments lies in easing regulations, ensuring seamless procedures and transactions, and using resources intelligently,” he said. “This is a more difficult task than before.”
“Tools change. Priorities shift. Plans evolve,” Sheikh Mohammed concluded. “The only constant is flexibility in serving the people of the UAE.”
