New partnership strengthens Hayat programme with faster response and safer procedures

Dubai: The Ministry of Health and Prevention (MoHAP) has signed a landmark Memorandum of Understanding (MoU) with Dubai Police to bolster the National Program for Donation and Transplantation of Human Organs and Tissue, known as the “Hayat” programme.
The MoU, inked at Dubai Police Headquarters, was signed in the presence of Dr. Amin Al Amiri, Assistant Undersecretary for the Health Regulation Sector at MoHAP, and Major General Ahmad Thani bin Ghalita, Director of the General Department of Forensic Science and Criminology at Dubai Police. Senior officials and advisors from both entities also attended the ceremony.
The partnership aims to transform the organ donation system through a pioneering model of institutional integration, rapid-response mechanisms for emergencies, and enhanced safety and transparency in procedures — ultimately saving more lives. Joint initiatives will focus on raising community awareness, developing an advanced digital platform to streamline coordination, and training specialised medical personnel. The programme also seeks to embed organ donation as a social value reflecting the cohesion and solidarity at the heart of Emirati society.
Under the agreement, both entities will establish joint task forces and committees, implement clear action plans, and conduct scientific research related to organ donation. They will also collaborate on awareness campaigns, professional training, and educational initiatives, while participating in local and international medical conferences to exchange expertise and best practices.
Dr. Al Amiri said the partnership aligns with the Year of Community initiatives and MoHAP’s strategy to strengthen intergovernmental cooperation in healthcare. “This collaboration reflects the UAE leadership’s vision to build a human-centred model of sustainable development prioritising people’s quality of life,” he added.
He highlighted that enhanced coordination among government institutions is key to achieving excellence in healthcare and strengthening the Hayat programme to meet its ambitious goals. Artificial intelligence technologies will continue to support awareness campaigns, promote healthy lifestyles, and improve organ donation outcomes.
“Hayat has evolved into a comprehensive national programme, combining world-class medical expertise with humanitarian values. It operates within an integrated system that ensures the highest standards of efficiency and quality in organ donation and transplantation,” Dr. Al Amiri said. He added that the UAE has become a pioneering model in organ donation regionally and globally, with a holistic programme rooted in the culture of generosity.
Major General Bin Ghalita emphasised that supporting the Hayat programme goes beyond institutional duty, reflecting the UAE’s vision of a compassionate and cohesive society. “Dubai Police view this partnership with MoHAP as an extension of our societal mission and a contribution to a national initiative that embodies our highest humanitarian values,” he said.
He added that the police are fully mobilising technical, human, and logistical resources to support the safe and swift transport of organs in line with the most rigorous professional standards. Bin Ghalita described the partnership as a strategic step to enhance Dubai Police’s readiness for urgent humanitarian cases requiring high-level coordination across national entities.
“Dubai Police operate within a precise framework that deploys smart technologies and field capabilities to support the programme’s objectives in accordance with world-class standards,” he concluded.
