Sloping car park in Dubai a danger

A large parking lot adjacent to the Dubai Taxi headquarters in Muhaisnah 4 area is constructed on a dangerous slope. Vehicles in this plot are parked on the slope facing a very busy road.

There is also a residential area adjacent to this parking lot.

If parked without the appropriate handbrake on, vehicles may roll down to the road causing an accident.

Residents of this area wonder as to what could be the reason to have such a sloping parking lot and why the ground was not levelled prior to its construction to make it a safer place to park?
