Framework uses data, analytics and AI to guide decisions on staffing, spending & services

Dubai: Dubai has formally adopted a single workforce productivity measurement system across its government, expanding a five-year initiative that uses millions of data points, advanced analytics and artificial intelligence to help authorities make decisions on staffing, spending and public services.
The Dubai Government Human Resources Department said the system had been approved as a unified government-wide framework under Executive Council Resolution No. 67 of 2025. It is now being applied across 32 government entities, linking human and financial resources to the outputs and results of government services.
Development began in 2020 with a pilot involving a limited number of government bodies. A steering committee for workforce productivity measurement was later established under Resolution No. 7 of 2023 to refine the methodology and prepare entities for wider implementation.
The committee has now completed its mandate following the adoption of the initiative as an integrated system across the Dubai Government.
Over the course of its development, the system has built a knowledge base drawing on millions of data points. Officials said the analysis has helped establish a common methodology for measuring productivity, assessing how resources are allocated and supporting decisions aimed at improving government services.
The programme has also introduced digital platforms and analytical tools supported by machine learning and artificial intelligence. Government entities can use them to track productivity indicators periodically and examine the relationship between resources and outputs.
Abdullah Ali bin Zayed Al Falasi, Director-General of the Dubai Government Human Resources Department, said the adoption represents a significant step in Dubai’s efforts to build a government increasingly driven by data and advanced analysis.
“The impact of the system goes beyond measuring productivity,” Al Falasi said, adding that it establishes a unified methodology aimed at improving resource allocation, service quality and the sustainability of institutional performance.
