ZHO explains rules and process, eligibility criteria and exemptions
Abu Dhabi: The Zayed Higher Organization for People of Determination (ZHO) has clarified the process for issuing parking permits designated for people of determination in Abu Dhabi. These permits are intended to facilitate access to public services by allowing eligible individuals to park in specially allocated spaces near public facilities.
According to ZHO, the parking permit is a personal authorisation linked directly to the name of the person of determination and is intended for use in vehicles they travel in. The validity of the permit depends on the individual’s health condition and age, and in medical cases, it is aligned with the duration specified in the medical report.
For entities, the permit is valid for one year.
Permit applications can be submitted through the ‘TAMM’ platform by completing the required application form and uploading documents that prove kinship when applicable. The organisation noted that the permit is non-transferable and must be clearly displayed, typically on the front windshield, for easy identification by authorities.
ZHO confirmed that permits are granted to the person of determination or to a first- or second-degree relative only. However, the service does not apply to individuals with the following conditions: hearing impairments, hyperactivity, communication disorders, attention-deficit issues, or learning difficulties.
To qualify for the permit, the applicant must be a registered person of determination with a valid card issued by ZHO. Eligible categories include intellectual disabilities, autism spectrum disorder, physical impairments, multiple disabilities, visual impairments, hearing impairments, and psychological or emotional disorders.
Permits are available to individuals aged two years and above, provided the vehicle registration is valid and up to date.
To apply, users must log in via UAE Pass, submit the application along with the required documents, and upon approval via SMS, proceed to pay delivery charges and receive the printed permit.
Applications may be submitted for individuals with temporary or special medical conditions that affect mobility, particularly those who do not meet the criteria for a ZHO-issued card based on Abu Dhabi’s official disability classification guidelines. In such cases, applicants must provide a recent medical report confirming the condition and the use of mobility aids (e.g., crutches or wheelchairs). Children under six are excluded from eligibility, as they can use strollers as alternatives.
Eligible medical cases include UAE nationals aged 70 and above, individuals recovering from lower limb or back surgeries, and children suffering from sun allergy or dependent on breathing support devices. Permits are issued regardless of nationality, as long as a medical report from a licensed healthcare provider within the UAE is submitted.
For government or institutional applications, applicants must present an authorisation letter from their organisation detailing the vehicle information. The authorisation must remain valid for a minimum of three years from the issuance date.
