The Saudi Red Sea Authority (SRSA) has introduced Saudi Arabia’s first-ever regulatory framework for cruise ship operations, marking a major milestone in the Kingdom’s push to become a top global maritime tourism hub.

The comprehensive guidelines aim to ensure safety, security, and quality throughout the entire tourist journey—from embarkation to return, according to the Saudi Press Agency (SPA).

Clear roles and streamlined procedures

The new framework clearly outlines the roles and responsibilities of ship operators, shipping agents, and port authorities. It also simplifies the process of obtaining licenses and permits, integrating technical and operational requirements to enhance transparency and build investor and consumer confidence.

Safety and emergency standards

Safety is a central pillar of the regulations, requiring comprehensive emergency plans, regular crew training, and adherence to international safety standards. Cruise ships must also be equipped with first aid kits, safety gear, and qualified medical personnel on board.

Strict environmental rules

The guidelines include robust environmental protection measures to prevent marine pollution. Operators must implement waste management systems, treat wastewater, and strictly follow a zero-discharge policy.

Compliance with international conventions such as MARPOL and SOLAS is mandatory, underscoring Saudi Arabia’s commitment to preserving the Red Sea's fragile ecosystem.

Focus on passenger experience

Enhancing the tourist experience is a key objective. Cruise and port service providers are required to offer high-quality transportation, reception, entertainment, catering, and information services.

The framework also sets clear standards for tourist comfort and rights, including effective complaint resolution and proper handling of itinerary changes to ensure a reliable, guest-centered experience.
