Abu Dhabi: The Education and Human Resources Council (EHRC) discussed on Saturday a proposal for a draft law on unemployment insurance for highly skilled workers in the private sector.
The unemployment insurance proposal covers both Emiratis and highly skilled expatriates working in the private sector according to regulations and certain percentages for subscription or compensation.
The council discussed proposals submitted by government bodies during a meeting chaired by Shaikh Abdullah Bin Zayed Al Nahyan, Minister of Foreign Affairs and International Cooperation and Chairman of EHRC.
The draft law was presented during the meeting by Nasser Bin Thani Al Hameli, Minister of Human Resources and Emiratisation.
Another proposed initiative is setting up a fund for national human resources development that supports UAE Vision 2021 by focusing on employment of Emiratis, increasing their competitiveness and training them to hold leading roles in private companies.
The fund includes programmes that support unemployed Emiratis, to provide them with jobs in the private sector, as well as new Emirati employees in the job market, empowering entrepreneurs who want to set up their own enterprises.
The council recommended that a memorandum would be submitted to draft a law on early childhood, covering new-borns up to 6-year-olds.
Drafting this law aims to provide early learning programmes for children. Children who receive early learning tend to surpass their counterparts who did not undergo any such programmes, studies have shown.
The council proposed promoting the concept of community schools across the country. The schools are designed on the principle of social and family cohesion.
Community schools aim to capitalise on the infrastructure of ordinary schools and empower them to serve their surrounding communities by organising events that meet the needs of each segment of the community after the end of each school day.
Creating a positive environment for pupils and their parents, strengthening family ties and contributing to nurturing the talents of students are also objectives for community schools.
The council discussed Cabinet Resolution No of 2006 on the establishment of nurseries at federal and local government institutions. The law stipulates establishing nurseries attached to ministries, government bodies and departments that provide care for the children of female employees.
The resolution only applies for entities that have at least 50 female employees, who collectively have at least 20 children aged up to 4 years.
The council underlined the importance of the national strategy for higher education that aims to nurture younger generations and ensure sustainable development. It is based on developing the quality of higher education to meet job market requirements.
The EHRC recommended starting the implementation of remote-work system in collaboration with the private sector, as part of the federal government strategy’s for coordination between government entities and private sector.
