Dubai: A smart decision support system has been launched in the emirate to improve and speed up decision making, as part of the emirate’s ongoing efforts to shift to smart government.

The system, known as ‘Qarar’, which means ‘decision’ in Arabic, was launched yesterday by Shaikh Hamdan Bin Mohammad Bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of the Dubai Executive Council.

It is part of ongoing endeavours to implement the initiative of His Highness Shaikh Mohammad Bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, to shift to smart government and speed up and bolster efforts for Dubai to become the smartest city in the world in all fields.

The system consists of a set of techniques and advanced and smart tools, which immediately provide information and data for decision makers, members of the Executive Council and sectoral committees, to make decisions and recommendations accurately during their regular meetings to improve government work at all stages and at all levels.

It aims to improve and speed up public service delivery, ensure quality of services, transparency and maintenance by constant follow-up of departmental activities and tasks

Shaikh Hamda’s launch of Qarar system coincides with the participation of the General Secretariat of the Executive Council at the 34th edition of Gitex Technology Week 2014, currently taking place at Dubai International Convention and Exhibition Centre, with the participation of 37 government bodies participating under the umbrella of Dubai Smart Government.

The Qarar system, one of the most modern government systems in the region, comprises frameworks and processes, policies and systems to provide strategic information to decision-makers in a timely and prompt manner, to ensure the accuracy and effectiveness of decisions.

The system includes feed mechanism and strategic data management and governance for the meetings of the Executive Council and sectoral committees, in addition to providing smart technological support systems.

The Qarar system consists of a set of electronic systems that work at three integrated functional levels specifically designed to meet the needs of users.

The first level is an interactive screen system, which is dedicated to decision makers, and provides information on strategic areas of importance in Dubai. It gives easy access to detailed data through multiple channels and platforms. The second level is the system data analysis for decision makers and policy analysts to provide access to a large base of statistical and analytical reports and benchmarking that lead to a deep understanding of the issues on the agenda for discussion.

The third level, data sourcing system for data administrators, allows for data entry and sharing data through multiple channels. It allows government bodies to monitor the quality and reliability of data.
