Dubai: His Highness Shaikh Mohammad Bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE, issued in his capacity as the Ruler of Dubai, issued a decree setting up a military grievances committee to look into grievances by military personnel in Dubai.

Under decree No. 27 of 2018, the committee will be chaired by Mohammad Saad Abdullah Al Sharif while Ahmad Saeed Bin Mishar Al Muhairi will serve as Deputy Chairman. Other committee members include one representative from Dubai Police, General Directorate of Residency and Foreigners’ Affairs and Civil Defence of Dubai.

The provisions of the decree apply to all personnel of any military or civil entity that is subject to the rules of the human resources law No. 6 of 2012 for local military personnel in Dubai. Complaints by personnel of the state security service in Dubai will be looked into by a special committee to be set upon a decision by Shaikh Mohammad.

The military grievance committee — a permanent, independent committee — will be affiliated to the Deputy Chief of Police and General Security in Dubai. It will be comprised of a chairman, deputy chairman and seven highly qualified and experienced members in the field of law and human resource affairs.

The committee aims to allow personnel to lodge grievances against final administrative decisions issued by the already existing grievance and complaints committee. This applies to decisions that affect their legal status and vocational conditions and affairs to ensure justice and happiness, and implementing the bylaws of the human resources law.
