Dubai: The National Emergency Crisis and Disaster Management Authority (NCEMA) has developed a new AI-powered platform to enhance responses to emergencies in the country.
R100 – the national crisis and emergency management platform – further strengthens coordination among police, civil defence, hospitals, and other relevant authorities to address emergencies. The operational details of the new platform are showcased at Gitex Global in Dubai’s World Trade Centre.
This groundbreaking platform was created in response to the 2022 Khalidiya restaurant gas blast tragedy in Abu Dhabi, which resulted in two fatalities and about 120 injuries.
Four key tools
The AI-powered platform functions by integrating four tools: tactical, operational, strategic, and development workspace.
Rabdan, the tactical tool, is for the initial response from the R100 command centre. Once a phone call is received, the required emergency resources are assessed, a team is immediately formed, and real-time information, tasks, and contingency plans are shared with relevant departments such as police, firefighters, paramedics, and hospitals.
The automated distribution of tasks is managed through the operational tool, Meydan, which employs AI-based resource recommendations. All units then rush to the scene of the incident while AI charts the best route based on traffic congestion and estimated travel time.
Big data
Upon arrival, paramedics verify the identities of the injured. While being transported to the nearest hospital, big data is utilised for a comprehensive analysis of the patients’ medical histories and current conditions. The platform features a doctor recommendation model, allowing medical experts to provide timely guidance to paramedics.
Falah, the strategic tool, equips decision-makers with analyses of incidents. The platform generates reports on associated past incidents in surrounding areas, identifies correlations between events, and produces rescue reports, analyses, and recommendations.
Lastly, Waha, the development workspace tool, is used by onboarded entities on the national cloud to work with their data through a data lake. It aids in risk identification, prevention of future incidents whenever possible, and better resource utilisation.
Nationwide coverage
The platform ensures synergy between different departments, efficient resource management, and optimal use of advanced technologies like AI, big data, the Internet of Things, data mining and analysis, and 3D modeling, among others, to handle real-time risk perception and tackle emergency situations. The platform enables relevant authorities and first responders with intelligent, real-time, and collaborative tools to manage complex situations.
The platform has been deployed in Abu Dhabi and partially covers Dubai as well. Currently, the project has reached a completion rate of 35 per cent. Plans are underway to expand coverage to the northern emirates and ensure 100 percent coverage across the country by 2026.
