Meanwhile, Kris arrived from the U.S. after two weeks of "soul-searching" regarding her affair with Marquez, who is not accepted by her family.
The young Aquino's arrival means she will be reunited with her family in the anniversary ceremony at the Manila Memorial Park, where the event will take place.
The Aquinos were reportedly shocked when they learned of Arroyo's plan that she will be welcomed by Marquez, who is mayor of the city where the event will be held.
Congressman Benigno "Noynoy" Aquino III said the protocol office of the presidential palace had informed his family of Arroyo's plan to attend the event, including the presence of Marquez.
He described the plan as "insensitive".
Cory Aquino was reportedly disgusted at the suggested presence of Marquez.
Her daughter, Kris, recently revealed in a TV talk show which she hosted about the scandalous affair, including details of how Marquez's estranged wife Alma, an actress, has called her rival the "other woman" in front of other people.
At the same time, Congressman Aquino confirmed that former education secretary Raul Roco was invited to attend the event.
It will be the first time that Arroyo and Roco will appear together in public after he resigned last week following reports that Arroyo had called for his investigation for alleged graft.
