His Highness Sheikh Humaid bin Rashid Al Nuaimi, Member of the Supreme Council, and Ruler of Ajman, issued Emiri Decree No. 4 for 2003 concerning the setting up of an Executive Council for Ajman.

The decree states that the council will be chaired by Sheikh Ammar bin Humaid Al Nuaimi, Crown Prince of Ajman. The aim of the council is to assist the Ruler in carrying out tasks and duties in Ajman within the powers authorised to the council in the decree and as per the UAE constitution.

The council will be placed under the supervision of the Ruler, and in general, will observe the welfare of citizens and residents in the emirate and guarantee the provision of public services and maintain peace and stability.

It will also formulate economic, social and cultural policies.

The council will in particular draw up its general policy, and implement it after the Ruler's approval. It is also authorised to propose or review local draft laws, and submit them to proper authorities to issue them.

The council will recommend an annual plan for economic and social development, and propose suitable procedures to implement it. It will also discuss the annual budget, and issue proper instructions to amend it as appropriate, before submitting for the Ruler's for approval.

It will also follow up on the implementation of the budget. It is also authorised to review and approve organisational structures for existing departments, and propose to the Ruler to set up new public departments and institutions or merge some of them with others.

It is also tasked to supervise and follow-up the performance of the administrative organ. It will study ideas or initiatives for attracting more investments and submit urgent recommendations to the Ruler.

The council will look into any complaint or suggestion raised by a national or expatriate.
The chairman of the council, his deputy and other members are answerable to the Ruler for the tasks carried out by the council and its performance. It is not authorised to interfere in law suits unless the provisions of the law are applicable.

The council members include Ajman Crown Prince, chairman, Chairman of the Emiri Court, Chairman of Economic Department, Chairman of Culture and Information Department, Chairman of the municipality, Director General of Chamber of Commerce and Industry, Director General of Free Zone Authority, Director General of Lands and Properties Department, Director General of Ajman Police, Director General of Department of Naturalisation and Residency, Director General of Civil Defence, Chairman of Justice and Courts Department, Awqaf and Islamic Affairs Department, Educational Zone, Medical Zone, and representative of the Seaport and Customs.

The Ruler will issue a decree to appoint a deputy chairman after consultation with the chairman of the council. The chairman, his deputy or any member will be relieved of his duties by a decree issued by the Ruler.

The council will meet in the first week of every month. It may meet any time upon the request of the Ruler or the chairman to discuss any urgent issue.
