Dubai: The decree issued on Tuesday by His Highness Shaikh Mohammad Bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, for the governance of Dubai government committees and councils enhances the efficiency of governmental work.

A report issued yesterday (Wednesday) by the Dubai Executive Council (DEC) details various aspects of how the decree introduces a governance framework that consists of a number of tools that complement one another, such as regulations and guidelines for regulating the operations of councils and committees.

The decree positively affects the goals for governance in line with Dubai Plan 2021, and also enhances the decision-making process, governmental work, as well as clarifying matters of accountability and responsibility.

The report points out that the government of Dubai wants to expand its circle of members who are chosen to be a part of committees or councils, for the purpose of using expertise and specialisations of members.

In order to achieve this balance, the government is looking to expand the list of potential members using a mechanism that ensures that the recruitment process goes smoothly. Youth and women are considered the targeted segments for membership in councils and committees.

The governance framework also aims to enhance transparency, particularly on regulations pertaining to bonuses of committee and council chairpersons and members. Benefits will be specified based on the type of council and membership. The goal behind such criteria is to minimise risks related to an unfair work environment.

Shaikh Ahmad Bin Saeed Al Maktoum, Second Deputy of DEC and Chairman of the Economic Development Committee (EDC) affiliated to DEC, said that the decree is a clear implementation of the leadership’s comprehensive vision that aims to ensure the involvement of society in the decision-making process by allowing youths to be council and committee members. He added that this stems from the confidence the country has in the capabilities, dedication and expertise of youth in various fields.

Abdullah Al Shaibani, Secretary-General of DEC, pointed out that the decree reflects the keenness of Shaikh Mohammad to develop and regulate the work of councils and committees which, in turn, strengthens principles of transparency in the field of joint work between government bodies. He said that the decree comes at a time during which governmental work in Dubai is witnessing a notable improvement in all sectors and institutions.

Saeed Mohammad Al Tayer, Deputy Chairman of the Dubai Supreme Council of Energy and Managing Director and CEO of Dubai Electricity and Water Authority (Dewa), said that the governance framework for councils and committees enhances the organisational structure of governmental institutions which achieves efficiency, transparency, fairness and accountability in all areas.

Hilal Saeed Al Merri, Director-General of Dubai’s Department of Tourism and Commerce Marketing and member of the EDC, said that the decree bolsters the basic legal structure in the Dubai government and will help bring about substantial changes to the decision-making process.

Aisha Miran, Assistant Secretary-General for Strategy Management and Governance Sector at the General Secretariat of DEC, said that the decree enhances Dubai government’s framework that aims to ensure the involvement of segments of society in the decision-making process, including people with special needs. She said it provides them with the opportunity to effectively participate with their expertise to contribute to the emirate’s continuous growth and development.

Sama Al Tunaiji, Director of the Governance Department at the General Secretariat of DEC, clarified that the decree reaffirms the importance of developing the capabilities of current and future members to keep abreast with Dubai Plan 2021, which strives to create a land for innovators.
