The provisions of the new by-laws will be applicable to all staff at federal agencies
Dubai: His Highness Shaikh Mohammad Bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, has approved bylaws and executive regulations for the implementation of the Federal Human Resources law.
The move comes as part of the government's efforts to establish clear standards and effective managerial government measures to develop human capital, clarify the duties and rights of employees in the federal government and provide an appropriate work environment for all employees, who number about 80,000.
The provisions of the new by-laws will be applicable to all staff at federal agencies covered by the decision.
The human resources departments in these federal agencies will implement the law as published in the official gazette.
The Federal Authority for Human Resources authority could be referred to in case anything hampers the implementation of the new executive regulation.
The new by-law includes all regulations and details on the rights and functions of employees, employment operations, evaluations, motivation rules, leaves, penal codes and others issues relating to human resources at federal agencies.
As per the new regulations, ministries and federal public institutions have been given greater powers, especially in employment.
They also have more flexibility in matters relating to the types of employment as per the actual needs of the concerned agencies as stated by the executive regulation.
The regulations also stated the importance of periodic evaluations of employees, linking evaluations with promotions and incentives to create a fair and encouraging environment for work and production.
The by-law explains in detail the leaves, allowances, bonuses and promotions federal government civil servants are entitled to, according to their grades, in addition to powers of transfer, secondment and delegation within federal entities.
The regulation also defines the mechanisms for fixing working hours, official holidays and compensations for weekly offs, as well as mechanisms for the investigation of irregularities, complaints and grievances.
The by-law has been issued as part of the government's drive for the restructuring of procedures and the human resources' law in the federal government, and the launching of a set of tailored initiatives and systems designed to meet human requirements and achieve long-term developmental goals.
