Oman unveils cultural visa to attract global talent

Dubai: Oman has announced the introduction of a cultural visa scheme, with the aim of providing clear legal avenues for foreign nationals to reside and work temporarily within its borders in the fields of arts and culture. Officials indicate that the policy intends to reduce administrative barriers for those such as subject matter experts, academics, and creative professionals, enabling smoother attendance at events, research projects, and specialist training. The initiative also seeks to advance Oman’s ambition to establish itself as a centre for international knowledge collaboration and cultural partnership.

Foreign citizens engaging in culture-focused activity can now access this visa. The permit covers entry and short-term residence for participation in exchanges, artistic instruction, joint research, literary symposia, festivals, as well as the management or attendance of artistic and cultural happenings. The visa is available with one, five, or ten-year durations, each subject to an annual fee of 50 Omani rials. Provisions also exist for family accompaniment; spouses and first-degree relatives may be included when travelling for cultural purposes.

The Royal Oman Police, alongside relevant agencies, stipulate that the visa must be activated within a three-month window from the date of issue—highlighting a focus on prompt and lawful use. Authorities further stress legal supervision as fundamental. One statement explains: "organising the legal presence of foreigners working or participating in cultural activities, and ensuring their compliance with the supervision of the relevant authority," remains central to the scheme.

Public documents clarify several aims underpinning the cultural visa. The framework offers legal certainty for foreign involvement, supports exchange of knowledge and expertise, and allows Omani institutions to invite and host international talent with greater ease. Officials emphasise: "Supporting Oman’s cultural strategy 2040 aimed at building an open knowledge society connected to the world," as a long-term focal point for the visa’s implementation.

Planners anticipate that the new system will stimulate cultural tourism, adding value to the national economy and strengthening intellectual ties with international partners. By streamlining foreign participation in Omani arts and cultural programmes, the measure is set to broaden the scope of international engagement and foster greater participation in the country’s cultural life.

Rules on visa renewal and validity are unambiguous and segregated from other visa types, with the purpose of providing a distinct category for culture-related entrants. Responsibility for applicants lies with the hosting party—such as the Ministry of Culture, Sports, and Youth, or recognised educational bodies—reinforcing the key function of national institutions in nurturing collaborative cultural work.
