TDRA spearheads month-long consultations to get stakeholders' input on draft rules
The UAE’s Telecommunications and Digital Government Regulatory Authority (TDRA) is exploring new regulations that would pave the way for reselling of broadband satellite internet services like Starlink in the country.
An announcement on TRDA's website shows public consultations had been launched on satellite services resellers in the UAE.
The agency opened on July 25, 2025 a Public Consultation for a Satellite Reseller Licence aimed at "regularising satellite resellers in the UAE re-selling UAE satellite services to customers".
The consultation aims to get stakeholders' (interested parties) input on draft regulations.
This initiative seeks to shape the framework for entities that resell satellite connectivity, such as low-earth-orbit satellite internet services, according to the authority.
Deadline for feedback is set on September 25, 2025.
This move aims to establish a “Category B” licence, allowing businesses and entities to sell satellite connectivity devices and services, including low-earth-orbit (LEO) internet solutions like Starlink.
A clear UAE framework for resellers will enhance connectivity options for government, maritime, aviation, and offshore energy sectors.
These developments signal a transformative step for UAE’s connectivity landscape, fostering innovation and resilience in satellite-based internet services.
Currently, only UAE entities with specific telecom licences can provide these services.
SpaceX notes that Starlink’s full service in the UAE is still “pending regulatory approval.”
In the Middle East, Starlink is already operational in Qatar, Yemen, Oman, Bahrain, Jordan, and Israel, offering connectivity in remote and desert regions.
In May, Saudi Arabia announced the approval of the use of SpaceX's Starlink satellite internet service for aviation and maritime shipping as part of its efforts to enhance digital infrastructure and expand internet connectivity.
The announcement was made during the Saudi-US Investment Forum in Riyadh on May 13, attended by Elon Musk, CEO of SpaceX, OpenAI's Sam Altman, and Amazon's Andy Jassy.
