Dubai: Causing a fatal accident at a tram crossing could lead to a three-year suspension of the offender’s driving licence along with a minimum fine of Dh15,000, according to a new Executive Council Resolution issued on Monday.

Issued by Shaikh Hamdan Bin Mohammad Bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of Dubai Executive Council, Resolution No (51) of 2016 amends the earlier resolution issued in 2014, in an attempt to enhance safety standards in the tram system.

Dubai Tram shares its 10.6km track with roadways, passing through at least 30 junctions, crossings and intersections starting from Dubai Police Academy in Al Sufouh to Dubai Marina and Jumeirah Beach Residence.

Trams have priority of way and obstructing its movement, jumping the red light at the intersections that road users share with the tramway or causing an accident at tram crossings are major offences which carry big penalties.

The new resolution has announced an increase in the minimum fine for causing a fatal accident at a tram intersection from Dh10,000 to Dh15,000. The maximum penalty for the offence will remain Dh30,000.

Jumping the red light at a tram crossing and causing a fatal accident will also lead to the suspension of the offender’s driving licence for a period of one to three years. Previously the suspension of driving licence for the offence was only up to one year.

Fines for causing a non-fatal accident at a tram crossing will remain the same, which is between Dh5,000 and Dh15,000. However, the maximum duration of driving licence suspension for the offence has increased from six months to one year.

Jumping the red light at a tram crossing without causing a traffic accident will invite a minimum fine of Dh2,000 and a maximum fine of Dh5,000 and suspension of the driver’s licence for a period of between 30 days and three months.

Additionally, jumping the red light at a tram crossing and causing a traffic accident without casualties will invite a minimum fine of Dh3,000 and a maximum fine of Dh6,000 and suspension of the driver’s licence for a period of between 30 days and six months.

According to the resolution, owners, contractors or operators carrying out work along the tramway are subject to a fine of between Dh100,000 and Dh500,000 if they do not adhere to set safety and security requirements, or prescribed policies and procedures.

In addition to penalties and fines prescribed in the resolution on owners, contractors or operators, RTA may suspend works until the violation is cleared and/or cancel or suspend any previous approval, permit, certificate or permission.

This resolution will be published in the Official Gazette and is effective from the date of publication.

Penalties

Jumping the red light at a tram crossing: Fine between Dh2,000 and Dh5,000. Driving licence of the motorist will be revoked for period of 30 days to 3 months.

Jumping the red light at a tram crossing and causing an accident without casualties: Fine between Dh3,000 and Dh6,000. Driving licence of the offender to be suspended for a period of 30 days to six months.

Jumping the red light and causing an accident resulting in injuries: Dh5,000 to Dh15,000. Driving licence of the motorist who caused the accident will be revoked for 30 days to six months.

Jumping the red light at a tram intersection and causing a fatal accident: From Dh15,000 to Dh30,000. Driving licence of the offender to be suspended for a period of one year to three years.

Throwing objects on tramway – Dh500

Any action interfering with operation of tram – Dh500

Affecting safety of tram or damaging its infrastructure – Dh500

Unauthorised access into prohibited or tram only zone – Dh1,000

Obstructing movement of tram – Dh3,000
