Kuwait exit permit guide: What expat workers need to know

New rule requires private sector workers to get employer-approved permits via Sahel

Dubai: Effective July 1, expatriate workers in Kuwait’s private sector will be required to get an exit permit from their registered employers before travelling abroad.

The Public Authority for Manpower said that the new rule is designed to streamline departure procedures and strike a fair balance that protects the rights of employers and employees.

To apply for an exit permit, expatriate workers must complete the process electronically via the Sahel App by following these steps:

  • Log in to the Sahel App on your mobile device (Choose language)

  • Tap on “Services”

  • Navigate to the services section related to the Public Authority for Manpower.

  • Choose “Expatriate Labour Service” from the available options.

  • Tap on “Issuing Exit Permit”.

  • Complete the official exit permit request form, including:

    • Full name and civil ID

    • Employer information

    • Intended date of departure and expected return dates.

  • Once completed, the application will be sent electronically to your registered employer for review and approval.

  • Track Approval:
    Monitor the status of your request within the app. Employers are expected to respond within a set timeframe.

  • Permit Issuance:
    Once approved, the exit permit will be issued digitally, allowing the worker to travel abroad.

  • The rule applies to all expatriate workers in the private sector, as part of broader reforms aimed at modernising Kuwait’s labour and administrative systems.

    Both employers and workers are urged to comply with the new process to avoid legal or administrative complications.

    The Public Authority for Manpower confirmed that the automated platform will ensure speed, transparency, and accuracy.
