Mohammad approves bylaws which change government performance management system

Dubai Federal government employees will be promoted on the basis of their performance rather than the duration of service, in accordance with the newly-approved performance management system.

His Highness Shaikh Mohammad Bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, Wednesday approved bylaws of the Federal Government Human Resource Law and the performance management system for the training and development of federal government employees.

The move comes in line with the government's efforts to establish clear standards and effective managerial governmental measures to develop the human resources, clarify duties and rights of employees in the federal government and provide an appropriate work environment for all employees,

Shaikh Mohammad issued ministerial resolution No 13 of 2012 on the bylaws of the human resource law which aims to enhance the quality of government services, as well as increasing the productivity of employees.

Humaid Mohammad Obaid Al Qutami, Minister of Education and Chairman of the Federal Authority for Human Resources, said the issuance of bylaws came as a result of the authority's efforts aimed at integrating legislation regarding the organisation of government human resources.

What's included

The new bylaw includes all regulations, details on the rights and functions of employees, employment operations, evaluation, motivation rules, leaves, penal codes and others pertinent to human resources at the federal agencies.

Endorsed by the Vice-President, the new regulations also state the importance of periodic evaluation of employees, linking that with promotion and incentives systems to create fair and encouraging environment for work and production.

The bylaw explains in detail the leaves, allowances, bonuses and promotions the federal government civil servants are entitled to according to their grades in addition to powers of transfer, secondment and delegation within the federal entities.

The regulation also defines the mechanisms for fixing working hours, official holidays and compensations for weekly off days, as well as mechanisms for investigation of irregularities, complaints and grievances.
