Dubai: A government’s success is measured by its achievements and its capacity to achieve its set goals on time, said His Highness Shaikh Mohammad Bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai.

“The UAE, under the leadership of President His Highness Shaikh Khalifa Bin Zayed Al Nahyan has succeeded in setting an outstanding model of government work based on fulfilment of its obligations and transforming challenges into opportunities and achievements, paving the way for accomplishing our national vision for the UAE to become one of the top countries by 2020, coinciding with the 50th anniversary of the union,” said Shaikh Mohammad.

The Vice-President made the remarks as he witnessed the signing of the National Agenda document by the Cabinet ministers at the Etihad Museum in Dubai on Monday.

Shaikh Hamdan Bin Mohammad Bin Rashid Al Maktoum, Dubai Crown Prince, Shaikh Mansour Bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Presidential Affairs, were also present.

The signing was a part of a special event organised by the Cabinet to develop the work of the 36 executive teams of the National Agenda 2021, which were set up in October 2016 under the personal and direct supervision of Shaikh Mohammad. More than 500 officials representing the country’s various sectors on the federal and local levels, were appointed to work on the achievement of 52 national indicators within six national priorities including, health, education, economy, environment, infrastructure, society, security and justice.

Shaikh Mohammad’s presence during the event reflects his commitment to the effort and work to follow-up on the outcomes of the national indicators until the realisation of the UAE Vision 2021.

“When we ordered the setting up of the National Agenda executive teams, we underlined the need to concentrate, intensify and mobilise efforts to achieve a 100 per cent completion rate on the National Agenda. Today, we are meeting after six months of the launch of the National Agenda to inspect the progress of work,” said Shaikh Mohammad.

During the event, Shaikh Mohammad met approximately 500 members of the 36 executive teams, and viewed presentations by a number of the national teams regarding the national indicators, as well as challenges and initiatives to accomplish the agenda.

They announced 96 initiatives to achieve the objectives and targets of the agenda, with a focus on achieving integration between federal and local bodies. Shaikh Mohammad then launched the government performance guide system, which is an integrated e-system that was developed to support the assignments, initiatives and efforts of the teams by linking all national indicators together via an electronic network that will monitor the capacities of government bodies and their partners.

Shaikh Mohammad also attended the launch of a number of initiatives in various domains, including initiatives to enhance the UAE’s competitiveness, frameworks to combat obesity among children, as well as cardiac and cancerous diseases.

Other initiatives include those concerning energy, water and waste management, school control and assessment, development assistance and enhancing national identity and family cohesion.

The executive team of international and national assessments launched three initiatives, showcased by Jameela Salem Al Muhairi, Minister of State for Public Education: The school targets initiative, honouring outstanding schools in international exams, linking international exams to control and evaluate schools in the UAE.

Lieutenant General Dahi Khalfan, Deputy Chief of Police and General Security in Dubai, presented the road map of security indicators prepared by the executive committee of security indicators, which includes innovative initiatives and awareness programmes to enhance the community’s feeling of security and ensure the police’s preparedness to deal with emergencies, and maintaining low crime rates.

The executive team of electronic and smart services launched the official portal of the UAE, that will contain six gates that include: services, information, e-registration, open data, UAE sustainable development, climate change and environmental practices.

Mohammad Abdullah Al Gergawi, Minister of Cabinet Affairs and the Future, was present.


The Teams

The 36 teams were assigned to six national priorities, as follows:

Nine teams for a competitive knowledge economy that is based on innovation

Seven teams for a high standard education system

Four teams for a cohesive society that preserves its national identity

Nine teams for a sustainable environment and an integrated infrastructure

Five teams for a health care system that is in line with international standards

Two teams for a safe society and justice
