New law boosts Dubai's media sector competitiveness and innovation
Dubai: In his capacity as Ruler of Dubai, His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai, has issued Law No. (24) of 2025 reconstituting the Board of the Dubai Media Council. The Council will continue to be chaired by Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum, Second Deputy Ruler of Dubai.
New leadership appointments
Under the new law:
Mona Ghanem Al Marri has been appointed Vice Chairperson and Managing Director of the Council.
Nehal Badri will serve as Secretary-General.

The law takes effect from 15th April 2025 and will be published in the Official Gazette.
Expanded Mandate for the Council
The reconstitution aligns with the enhanced responsibilities granted under Law No. (29) of 2024, which expands the Council’s powers. The broader mandate enables the Council to drive strategic planning and development in Dubai’s media sector, focusing on:
Agility and efficiency
Keeping pace with rapid global media advancements
Enhancing competitiveness according to international standards
Dubai Film and TV Commission Realigned
In accordance with Decree No. (67) of 2024, the Dubai Film and TV Commission has been transferred from the Dubai Development Authority to operate under the Dubai Media Council.
Additionally, the Decree establishes the Dubai Films and Games Commission, under the authority of Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum. This new body assumes the responsibilities of the former Film and TV Commission, reflecting Dubai’s strategic focus.
Strengthening the Creative Economy
The restructuring reflects Dubai’s commitment to developing the film and video game industries as key pillars of the new media landscape and the emirate’s knowledge-based economy. These sectors are seen as having significant growth potential both locally and globally.
