Beijing: In response to the dual challenges of an ageing population and a shifting real estate market, China has introduced a housing pension system designed to ensure long-term housing safety and quality of life for its citizens, the China Association of Social Welfare and Senior Service said in a media release. This system aims to address the growing need for the maintenance, renovation, and reconstruction of ageing housing stock across the country, it added.

As China's population ages, the demand for secure and well-maintained housing has become increasingly urgent. The housing pension system is a strategic initiative by the Chinese government to provide lifecycle security for housing, ensuring that elderly residents can live in safe and comfortable environments. This system also aligns with the broader transition of China's real estate market from a phase of rapid growth to one of sustained, quality-focused development.

The housing pension system is distinct from property tax mechanisms, despite frequent associations made in media reports. While property tax is primarily focused on wealth redistribution and revenue generation, the housing pension fund is specifically allocated for the future maintenance and repair of residential properties. The primary sources of funding for the housing pension system include state-owned land transfer revenues and financial subsidies from both central and local governments, ensuring that the system does not impose additional direct financial burdens on individuals.

The implementation of the housing pension system is expected to facilitate the renovation of old residential areas, promote urban renewal, and support the transformation and upgrading of the construction industry. These efforts are anticipated to contribute to the healthy and sustainable development of the real estate market in China.
