Manila: Former President Gloria Arroyo and three other former cabinet members were accused of diverting P536 million (Dh 44.66 million) belonging to overseas Filipino workers to a government-run health insurance, for distribution by local government officials to voters during the 2004 presidential elections, a radio report said.

The fund belonged to the Overseas Workers Welfare Administration (OWWA).

It was allegedly diverted to PhilHealth, said former Solicitor General Frank Chavez when he filed the charges before the justice department.
