Resolution affirms US’ 20-point framework, with a transitional authority headed by Trump

US President Donald Trump hailed the UN Security Council's vote Monday in favour of his Gaza peace plan, claiming it would lead to "further Peace all over the World."
The vote was "acknowledging and endorsing the BOARD OF PEACE, which will be chaired by me," he wrote on social media. "This will go down as one of the biggest approvals in the History of the United Nations (and) will lead to further Peace all over the World."
The resolution passed 13-0, with Russia and China abstaining. Moscow had floated a competing draft, and the U.S. and its allies had hoped it would refrain from using its veto to block the measure.
The U.S. resolution affirms President Trump’s 20-point ceasefire framework, which establishes a yet-to-be-formed Board of Peace as a transitional authority headed by Mr. Trump.
It authorizes the stabilization force and grants it broad powers, including border oversight, security operations and demilitarisation of the territory.
The mandate for both the board and the force will expire at the end of 2027.
The vote marks a pivotal step in sustaining the fragile ceasefire and shaping Gaza’s future after two years of war between Israel and Hamas.
Several Arab and Muslim nations that had expressed willingness to contribute troops insisted that Security Council authorisation was necessary before joining any international force.
The ceasefire began on Oct. 10, though both Hamas and Israel have accused each other of violating its terms in the weeks since.
Under the deal’s first phase, Hamas was required to release all living and deceased hostages in exchange for roughly 2,000 Palestinian prisoners held by Israel.
While surviving hostages were returned on time, some remains were not — a delay that both Hamas and U.S. officials attributed to difficulties in recovering bodies amid Gaza’s devastation.
Israeli Prime Minister Benjamin Netanyahu described this as a breach of the agreement.
Violence has also periodically reignited, including Israeli airstrikes it said were conducted in response to Hamas attacks on its forces.
International humanitarian groups have accused Israel of failing to deliver the full volume of aid it committed to under the ceasefire terms.
"Congratulations to the World on the incredible Vote of the United Nations Security Council, just moments ago, acknowledging and endorsing the BOARD OF PEACE, which will be chaired by me, and include the most powerful and respected Leaders throughout the World," Mr. Trump wrote on social media after the vote. He thanked all Security Council members, including Russia and China, adding, "The members of the Board, and many more exciting announcements, will be made in the coming weeks."
