UAE's MoHRE accelerates digital transformation with AI-driven work permit services

Abu Dhabi: The Ministry of Human Resources and Emiratisation (MoHRE) has reaffirmed its commitment to delivering world-class services to the private sector, benefiting both companies and individual customers. A standout initiative includes the automatic issuance of work permits for establishments, enabled by artificial intelligence and accompanied by a 100% reduction in required documents — removing the need for manual applications altogether.

A comprehensive suite of smart services

As part of its broader vision to boost the labour market’s competitiveness and customer satisfaction, MoHRE has rolled out a wide range of smart, automated services. These include real-time issuance, cancellation, and amendment of work permits and contracts, all processed through AI systems without human involvement, ensuring accuracy and speed.

One of the most user-friendly features is the issuance of “To Whom It May Concern” certificates for domestic workers, available in multiple languages through MoHRE’s digital platforms — no center visits required. The Ministry also offers online cancellation of absence-from-work complaints for both private and domestic workers.

In addition, MoHRE has simplified legal processes through its Labour Consultation and Claims Center, and made it easier for farm and ranch owners to open files using streamlined digital tools.

Toward zero bureaucracy

These developments align with the UAE’s ‘Zero Bureaucracy Program’ and the “Ask Once” principle, aimed at minimising document requirements and enabling fully automated services. For example, new work permits for domestic workers are now issued automatically via integrated government systems.

MoHRE now provides over 100 digital services, accessible 24/7 through its website and mobile app. These offerings adhere to the highest standards of security, reliability, and operational agility, in line with the UAE’s National Strategy for Artificial Intelligence and ongoing digital transformation goals.

Strong results and proactive enhancements

The Ministry has made significant progress in implementing the 'Zero Bureaucracy Program', which seeks to elevate government efficiency, responsiveness, and service quality, while enhancing the UAE’s global competitiveness.

A core part of this progress is the “Tawasul” communication platform, which operates across 14 smart and digital channels. Built on a unified, secure infrastructure, it offers transparent and user-friendly service access. Tawasul has earned customer trust and achieved high satisfaction ratings.

Since its launch in 2022, Tawasul has undergone continuous upgrades, including the conversion of 11 services into proactive formats and the introduction of 9 instant services. These enhancements stem from direct customer feedback, with users invited to help prioritise services, address challenges, and propose solutions — contributions that the Ministry implements to ensure maximum flexibility and competitiveness.

A future-ready service ecosystem

MoHRE continues to refine and expand its digital services to meet the evolving needs of the private sector and to support sustainable development goals. Backed by a strong legal framework, advanced digital infrastructure, and a competitive labor market, the Ministry is driving service innovation aligned with national priorities.

Internally, this transformation is supported by ongoing training and upskilling programs, strengthening the Ministry’s workforce and ensuring responsive, high-performance service delivery. These efforts reaffirm the UAE’s position as a leading global destination for living, working, and investing.
