Dubai: Shaikh Hamdan Bin Mohammad Bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of Dubai Sports Council, on Monday issued a resolution amending bylaws of Resolution No 1 of 2011 for the regulation of camel racing in Dubai.

The new resolution states that any punishments or penalties listed in the second item of Resolution No 1 of 2011 cannot be signed off or finalised until a medical test is conducted by the medical committee and a report is issued on the first sample. The specialised committee will then carry out a documented investigation with the person who committed the violation to listen to his defence on the violation.

The person accused of the offence is allowed to ask for a second laboratory test, to be conducted on a second sample using an internationally approved lab that specialises in such tests. The resolution also stipulates executive regulations for the investigations carried out by the specialised committee.

The new resolution also lists punishments for camel owners who register their camels in races for which they are not eligible, such as those based on age or specific guidelines set by the club.

The errant owner will not be eligible for any of the prizes in a race in which the violation was committed. The owner will also be forbidden from training or participating in races for a maximum period of 12 months, starting from the date on which the violation was committed. The period is extended to 24 months if the violation is repeated. All camels registered under the errant owner’s name will also be forbidden from participating in any of the races. A maximum fine of Dh50,000 will also be levied against people found to have committed an offence. The fine will be doubled if an offence is repeated.
