From today, pet owners in Abu Dhabi can register their cats and dogs through the emirate’s new Animal Ownership System, introduced by the Department of Municipalities and Transport (DMT). The system aims to ensure proper identification, improve animal welfare, help track pet records, and assist in reducing the stray animal population.

Current pet owners have a one-year grace period to complete their registration without penalty, with annual renewals required to coincide with their pet's vaccination.

To register, simply book an appointment at your nearest veterinary clinic, where staff will assist with the process. Remember to bring your Emirates ID, proof of residence, and your pet’s passport. According to a guide published by the DMT, the Animal Ownership System allows pet owners in Abu Dhabi to officially register their pets with the government, ensuring compliance with legal requirements. The system generates a pet profile containing key information about the animal, such as vaccination status.

Are there any fees involved in the animal ownership process?

At present, animal registration services are free of charge. However, according to the DMT, fees may be introduced in the future. Any applicable fees will be communicated when they are implemented. Details regarding fines are outlined in the Executive Regulation No. 4 of 2018 (Animal Control).

What documents are required for animal registration?

The required documents may vary depending on the type of animal and ownership.

In order to complete the registration, you will need your Emirates ID and access to both Abu Dhabi Government Services platform (TAMM) and National Digital Identity (UAE Pass). For your pet, you will need proof of ownership, such as a Pet Passport.

Is animal registration mandatory?

Although animal registration is mandated by law, the Animal Ownership System is currently non-mandatory for individual pet owners, according to the DMT.

However, registration is compulsory for pet shops, breeding facilities, and shelters. If an individual decides to buy or adopt an animal from one of these establishments, ownership of the animal will be transferred to them, and all legal responsibilities will be assumed by the new pet owner.

How can you register your pet?

To register your pet, visit the nearest veterinary facility in Abu Dhabi with your pet. The clinic’s staff will conduct a thorough examination, administer any necessary vaccinations, and issue the Animal Ownership Certificate. They will guide you through the registration process, ensuring that all required information is accurately recorded.

Once registration is complete, you will be provided with a pet tag containing a unique tag number, which should be affixed to your pet's collar.

For dog owners, a sign will also be provided to be displayed at the entrance of your home, notifying visitors of the presence of a dog. It is a legal requirement to display this sign if you have a dog in your home.

Is microchipping mandatory for pet registration?

Microchipping is a compulsory part of the registration process. It offers a permanent means of identification, which helps reunite lost pets with their owners.
