Dubai: His Highness Shaikh Mohammad Bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE, has issued in his capacity as the Ruler of Dubai, Law No 12 of 2015 on Dubai Corporation for Ambulance Services.

The new law defines the objectives of the corporation to include enhancing and developing ambulance services in Dubai in compliance with the approved strategic plan and best international practices, prompt response to emergency situations, efficiently take part in crises management, encourage continuous educational and training programmes for ambulance workers, increase community awareness about first aid and emergency medicine, organising and regulating the work of ambulance services providers in Dubai and developing the ambulance services’ facilities and competencies.

The law also detailed the authorities and responsibilities of Dubai Corporation for Ambulance Services, to include: managing and operating a command and control centre for ambulance services in Dubai, providing ambulance services for official, athletic, economic and social events, proposing legislations to enhance ambulance services in the emirate, increasing awareness about the importance and role of ambulance services, organising and overseeing voluntary works and activities and monitoring and regulating ambulance facilities and professions pursuant to the applied legislation.

Further, the corporation is responsible for establishing a specialised academic body to prepare and provide training and qualification programmes in the disciples of emergency medicine and ambulance services, grant the relevant certifications, produce and circulate on-site emergency and first aid guidelines and manuals and contribute in establishing and developing a unified and integrated crises management policies in Dubai.

The law also authorises Dubai Corporation for Ambulance Services to prepare and update policies and strategic plans for ambulance services in Dubai, following up the implementation of such plans in coordination with concerned entities, provide and organise ambulance services within the emirate of Dubai. Pursuant to the law, Dubai Corporation for Ambulance Services may provide ambulance services outside the emirate of Dubai in case of national crises or based on request from federal or local authorities. Moreover, Dubai Corporation for Ambulance Services enjoys the right to sign contracts, agreements and MOUs.

Under the law, that corporation may form a Board of Directors composed of a chairman, a vice-chairman and members from the concerned bodies in Dubai. The law details the authorities and responsibilities of the Board of Directors and the CEO.

This law substitutes Law No 13 of 2006 and further annuls any other legislation that contradicts or challenges its articles. The law is to be published in the official gazette and considered valid from the date of issuance.
