Dubai: His Highness Shaikh Mohammad Bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE, in his capacity as Ruler of Dubai, issued Decree Nos 5, 6, 7, 8, 9, and 10 of 2016, appointing and promoting judges, members of public prosecution and judicial inspectors.
Decree No 5 of 2016 promotes Judge Mohammad Abid Sulaiman Hamad Al Mutawa and Judge Ahmad Mahmoud Mohammad Al Haj to the position of senior first instance judge with grade 5 at the Court of First Instance; while Decree No 6 of 2016 promotes Ashraf Dasoki Ali Al Shubaki to the grade of judge of appeal, effective November 1, 2015.
Meanwhile, Decree No 7 of 2016 appoints Samah Ebrahim Mohammad Ebrahim and Dr Mohsin Ebrahim Mohammad Hassan in the grade of cassation judge at the Court of Appeal, and appoints Assim Mohammad Rashad Al Sayed Al Saifi, Hatim Ahmad Ahmad Mousa, Waleed Ahmad Nasr Al Jundi and Abdul Radi Hassan Hassan in the grade of appeal judges.
The decree also appoints Ahmad Abdul Qader Mohammad Abu Al Nile, Hesham Mustafa Ali Badran, Mohammad Mahmoud Sultan, Hussam Eddine Mohammad Hassan Naim and Aktham Abdul Warith Abdul Halim Abdullah as judges in the First Instance Court with the grade of initial judge effective from December 28, 2015.
Decree No 8 of 2016 promotes the following public prosecutors to the position of senior public prosecutors with grade 6: Abdullah Ali Mohammad Salmin Al Suwaidi, Khalid Abdullah Ahmad Abdul Rahman Al Qah’tani, Hassan Saleh Al Dafir Al Dafiri, Mohammad Hussain Ali Hussain Al Hammadi, Ali Mohammad Khater Zahid Mohammad Hammadi, Jamal Yousuf Mohammad Shourafaa, Farida Thani Bakhi Mubarak Al Suwaidi, Amina Saif Hamid Sultan Bouassiba, Bashair Eisa Mohammad Al Hammadi, Abu Bakr Ahmad Abdullah Ahmad Al Hammadi, Haifa Mohammad Abdul Rahman Al Marzouqi, Maitha Ali Mubarak Ali, Ahmad Rashid Khamis Rashid Al Suwaidi, Waleed Abdul Aziz Mohammad Al Naibari, Ameenah Mansour Ebrahim Ahli, Hamad Obaid Saeed Hamad Bin Farish Al Katbi, Ebrahim Abdullah Ganem Saif Al Zughabi, Ameenah Juma Hassan Bouktara, Thuraya Abdul Rahim Abdul Kareem Al Zarouni, Hanan Mohammad Al Sayed Ahmad Al Hashemi, Nasser Mohammad Saif Mohammad Al Shahi, Kalithem Abdullah Mohammad Hassan, Khalfan Sulaiman Al Shamsi, Hussain Yousuf Ahmad Ali Abdullah, Eisa Abdullah Juma Ali Al Dossary, Daoud Ali Ahmad Jamal Al Hammadi, Hussain Mohammad Hassan Tamim and Ganem Abdullah Juma Hamid Bin Jabar. This decree is effective from January 1, 2016.
Decree No 9 of 2016 appoints Abdullah Hamid Abdullah Haloula, Jamal Ali Tawfiq Serhan, Hazim Abdul Shafi Abu Bakr Mohammad and Mustafa Hassan Mohammad Khater as judicial inspectors at the department of Juridical Inspection with category (B), effective from January 2, 2016.
Decree No 10 of 2016 transfers the following persons from Dubai Police to Dubai Courts and appoints each person as a judge in the First Instance Court with grade 6: Saud Salem Saud Saeed Al Jabri, Khalid Obaid Mohammad Khalfan Saeed Ali Al Matyouei, Ahmad Saeed Salem Rashid Al Mazroui, Waleed Ali Mohammad Obaid Khalfan Al Badwawi, Saif Ali Mohammad Ahmad Al Shehi, Mohammad Muhair Saif Benouas Al Katbi and Faisal Juma Khamis Ali Abdullah Al Ajmi. The decree also appoints Mohammad Hussain Mohammad Sulaiman Abdullah as first instance judge with grade 6.
Decree No 10 of 2016 also specifies the seniority of judges appointed in this decree as below: Saud Salem Saud Saeed Al Jabri, Khalid Obaid Mohammad Khalfan Saeed Ali Al Matyouei, Ahmad Saeed Saleem Rashid Al Mazroui, Waleed Ali Mohammad Obaid Khalfan Al Badwawi, Saif Ali Mohammad Ahmad Al Shehi, Mohammad Muhair Saif Benouas Al Katbi and Faisal Juma Khamis Ali Abdullah Al Ajmi, effective from January 12, 2016. All decrees are to be published in the Official Gazette.
