A member of the Federal national Council on Tuesday put a complaint to Dr Anwar Mohammad Gargash, minister of State for FNC Affairs, regarding delayed reviews of laws issued in the absence of the House.

Dr Abdul Rahim Al Shahin, a representative from Ras Al Khaimah said: “I need an explanation why laws by decree Numbers 3, 4 and 5 were presented to the FNC in the first session, while in the sixth session today Law Number 1 is submitted, despite the fact that all these laws were issued in August last year and were supposed to be presented to the House in the first meeting.

“Moreover, Law Number 1 has not yet been published in the official gazette. According to Article 111 of the constitution, laws need to be in the official gazette within two weeks at the most after they are passed by the Supreme Council,” Dr Al Shahin added.

Dr Gargash requested time to discuss the matter with the authorities concerned.

“The council needs to raise this observation with the Government,” he said.

The House has repeatedly questioned ministers on delays in executing laws and publishing them in the official gazette, and the reasons for them.

The gazette includes laws and decrees, circulars and regulations. It has been in publication since 1965.

Dr Hadef Bin Jua’an Al Daheri, Minister of Justice, pledged a reconciliation committee will be set up at Al Dhaid Sharia Court within the next few days. He was answering a question by Musabah Al Katbi, a member from Sharjah.

Two more questions about setting up a national medical drugs watchdog and promoting domestic tourism put to Abdul Rahman Al Owais, Minister of Culture and Youth and Acting Minister of Health, were postponed because the minister was not able to attend the FNC meeting yesterday.

They will be addressed in the next session.
