Department to become regulatory body for sea, land and air transport

New amendments will include transfer of jurisdiction from Municipal Affairs sector.

Abu Dhabi: President His Highness Shaikh Khalifa Bin Zayed Al Nahyan, in his capacity as Ruler of Abu Dhabi, has issued a law making amendments to law No.4 for 2006 concerning the establishment of the Department of Transport to regulate transport in the emirate.

The first article of the law adds to the existing law a new set of terms and general definitions.

According to the new amendments, the Transport Department will be the regulatory body of all sea, land and air transport services and public transport in the emirate.

It will be responsible for the economic supervision and control of the aviation sector, ports and airports, infrastructure, land and marine transport services and general transport as per the legislations prevailing in the emirate and the country.

As per the law, the department aims at achieving high standards of safety, security and environmental protection, as well as economic growth with regard to air, sea and land transport in the emirate.

Legislation

The jurisdiction of the department includes the implementation of the general policy, implementation of the emirate's air, land and sea transport policy, making recommendations to the government for setting up government or semi-government sea, land, and air transport companies and institutions.

The department is also allowed to make recommendations on legislation, privatisation and tariffs, as well as cooperation with international maritime organisations, monitoring and control of the shipping movement and container traffic.

The jurisdictions of the Department of Municipal Affairs will be transferred to the Transport Department with respect to land and public transport services.

A decision will be later issued by the Chairman of the department to transfer the employees of the department of municipal affairs to the transport department.
