Abu Dhabi: His Highness General Sheikh Mohamed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi, Deputy Supreme Commander of the UAE Armed Forces and Chairman of Abu Dhabi Executive Council has issued a resolution pertaining to the powers of the Council's Executive Committee.

Sheikh Mohamed also issued four resolutions on the formation of sub-committees reporting to the Executive Council.

According to the first resolution, the Executive Committee is mandated to review draft legislation, projects and resolutions before these are submitted to the Executive Council, as well as to decide on issues falling within its powers. The committee is also tasked with reviewing the emirate's general budget, monitoring the performance of sub-committees, studying the emirate's public policies, plans and strategies and working to align them, evaluating government performance, and identifying strategic challenges and risks.

The sub-committees, formed by virtue of Sheikh Mohamed's resolution, include the infrastructure committee, headed by the Chairman of Department of Municipal Affairs (DMA). Other committee members include Undersecretary of the Department of Transport (DoT) and Secretary General of the Environment Authority - Abu Dhabi (EAD), Director General of the Abu Dhabi Urban Planning Council (UPC), Director General of the Abu Dhabi Water and Electricity Authority (ADWEA), Director General of the Regulation and Supervision Bureau (RSB), Director General of the Centre of Waste Management - Abu Dhabi (CWMAD), Director General of the Abu Dhabi Sewerage Services Company (ADSSC), Chief Executive Officer of the Abu Dhabi General Services Company (Musanada) and a representative from the DMA.

The committee's scope of work spans general infrastructure, transport, urban planning, water, electricity, sewerage and environmental services, government capital projects, e-government and other areas decided by the Executive Committee.

The Economic Development Committee shall be headed by the Chairman of the Department of Economic Development (DED), while its members will be the Undersecretary of the DED, the Undersecretary of the DMA, the Director General of the Abu Dhabi Tourism and Culture Authority (ADTCA), the CEO of the Abu Dhabi Media Zone Authority (ADMZA), the CEO of the Higher Corporation for Specialized Economic Zones (ZonesCorp), the CEO of the Khalifa Fund and the Director General of the Abu Dhabi Chamber of Commerce and Industry (ADCCI).

The committee's scope of work covers business climate, industry, energy, financial affairs and other sectors like financial services, media, wholesale and retail trade, construction, properties, statistics and other relevant areas.

Also, the Social Development Committee was formed which is chaired by the Director General of the Abu Dhabi Educational Council (ADEC). Its members include the Secretary General of the ADEC, the Secretary General of the Abu Dhabi Sports Council (ADSC), the Secretary General of Zayed Higher Organization for Humanitarian Care and Special Needs, the Director General of the Health Authority - Abu Dhabi (HAAD), the Director General of the Abu Dhabi Housing Authority (ADHA), the Director General of the Family Development Foundation (FDF), the Director General of the Abu Dhabi Retirement Pensions and Benefits Fund (ADRPBF), the Deputy Director General of the ADEC, the Executive Director of Abu Dhabi Tawteen Council and the CEO of the Abu Dhabi Media Company.

The committee's scope of work includes the fields of education, healthcare, Emiratisation, social care, housing, civil service affairs, culture, heritage, sports, pension, Islamic affairs and other areas specified by the Executive Committee.

The fourth resolution provides for formation of the security, justice and safety committee under the chairmanship of the Deputy Commander of Abu Dhabi Police.

The committee's members include the Undersecretary of the Abu Dhabi Judicial Department (ADJD), the Director general of the Customs/ Department of Finance, the Director general of Abu Dhabi Food Control Authority (ADFCA), and the Director of the General Directorate of Residence and Foreigners Affairs - Abu Dhabi.

The committee will oversee several areas such as police, public security, crime prevention, traffic safety, justice, civil defence, immigration affairs, crisis, emergency and disaster management, business continuity, agriculture, food security, customs, demographic structure, labour and other areas.

The sub-committees' tasks also include identifying government goals relating to their respective scope of work, revision of strategic plans, programmes and services, preliminary revision of the draft general budget submitted by the government entities, awarding tenders according to specified allocations, monitoring and evaluating performance and operating systems of the entities and identifying challenges and risks.
