The latest announcement brings to 27 the total list of suspects carrying European passports.
Dubai Police had earlier released the names and nationalities of 26 suspects in the murder.
One of the Palestinian suspects held by Dubai Police for his "100 per cent involvement in the assassination will make the total to 28," he said.
Dubai Police also released the results of a toxicology forensic report that confirmed that Al Mabhouh was injected with a medical drug known as succinylcholine.
The drug is used to induce muscle relaxation and could "cause immediate and temporary paralysis," said Major General Khamis Mattar Al Mazeina, Deputy Director of Dubai Police.
The forensic report also confirms that the cause of death was suffocation using a pillow, said Major General Al Mazeina.
