Dubai: The Dubai Public Prosecution [DPP] works within a strategic vision to reinforce the role of law and justice in order to achieve a globally outstanding performance, said a chief prosecutor on Tuesday.

“Our vision is to reinforce the role of law in Dubai while our message is to protect rights and freedoms and work with our partners on building a society characterised by justice and security through depending on professional Emirati staff and advanced technologies,” said Senior Chief Prosecutor Ali Humaid Bin Khatem, Head of the Naturalisation and Residency Prosecution.

Addressing the 19th International Association of Prosecutors (IAP) Annual Conference 2014 on the second day, Bin Khatem spoke about DPP’s strategic plan and its achievements as part of the conference’s second plenary titled ‘Achieving excellence in prosecution service delivery’.

“DPP’s plan includes five main goals; the fairness and efficiency of investigations and indictment procedures, efficiency of criminal case management, reinforcement of DPP’s role locally, federally and internationally, building qualified human resources and developing a technically and cognitively supportive environment,” Bin Khatem told the session that was chaired by Tan Ken Hwee, Deputy Chief Prosecutor of Economic Crimes and Governance Division, Attorney-General’s Chambers of Singapore.

Other speakers were Fatou Bensouda, Prosecutor of the International Criminal Court, Henk Korvinus, Chief Prosecutor of The Hague, The Netherlands, Josaia Naigulevu, International Adviser, Australian Ministry of Foreign Affairs and Trade and former Deputy Director of Public Prosecutions, Solomon Islands, and Alexander Zvyagitsev, Deputy Prosecutor General of the Russian Federation.

DPP is organising and hosting the 19th IAP Conference that started on Monday and concludes on Thursday.

Addressing around 300 prosecutors and attorneys-general, Bin Khatem said DPP introduced a number of systems to monitor the performance of its strategy and ensure governance.

“The systems included the installation performance indicators to monitor all the operations and the internal and external auditing systems based on the criteria of Dubai Government Excellence Programme. The results are presented during DPP’s Strategic Leadership quarterly meetings. The implementation of the strategy has led to the creation of unique institutional initiatives with respect to the work of the Public Prosecution which are linked to the strategic goals of these initiatives,” he said.

On the conference’s first day, Dubai’s Attorney-General Essam Al Humaidan said Dubai is the first Arab city to hold such a worldwide conference.
