His Highness Shaikh Mohammad Bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, chaired a Cabinet meeting at the Presidential Palace in Abu Dhabi yesterday. The Cabinet discussed a number of memoranda and issues raised by ministers concerning the well-being of the country and its citizens. Abu Dhabi: A meeting of the Federal Cabinet yesterday approved the federal balance sheets and those of independent entities for the 2009 fiscal year which cumulatively achieved a cash surplus of Dh943 million.

His Highness Shaikh Mohammad Bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, chaired the meeting.

The meeting that took place at the presidential palace was also attended by Lieutenant General Shaikh Saif Bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior, and Shaikh Mansour Bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Presidential Affairs.

The Cabinet also discussed a number of memos presented by the Federal National Council making recommendations regarding the policies of the ministry of Justice, the Telecommunications Regulatory Authority sector, the Ministry of Education, besides the special memo concerning the government's policy in the media sector.

Appointments cleared

The council also approved the appointment of the board of trustees of the National Human Resources Development and Employment Authority (Tanmia) under the chairmanship of the Minister of Labour. Appointments of representatives of a number of authorities concerned with naturalisation issues in some of the emirates also received approval, as also the heads of the University of the Emirates, Zayed University, the Higher Technical Colleges Complex, the Federal Authority for Government Human Resources and the Emirates Institute of Banking and Financial Studies.

The meeting also approved the final fiscal data of the General Authority for Pensions and Social Security (GAPSS), for the fiscal year ended December 31, 2009, and the balance sheets and general budget of the Emirates Real Estate Corporation, the Federal Customs Authority, and the National Media Council, for the same year.

The Cabinet also issued a federal law amending some provisions of Federal Law No. 21 for 1995, concerning traffic, and a federal decision to amend some provisions of the civil procedure's law that was issued under Federal Law No. 11 for 1992 and a third federal law amending some of the punitive law provisions issued in Law No 35 for 1992.

The Cabinet also issued a federal law amending some provisions of Federal Law No. 24 for 2006 on protection of consumer rights.
