Alexander Lunev, in April 2012 saw an announcement on the sale of a water tower near the bank of the Tom River on the website of the Tomsk City Hall. He had long dreamed of something like that. Therefore he collected all the money available, took a loan, applied for an auction and bought this object to turn it into a multi-storey residential building for himself and his future family.
