Building stronger families, one policy at a time

UAE’s new Ministry of Family is a wise step, as families are society’s backbone

In today’s rapidly changing world, family policy is more crucial than ever - playing an integral role in addressing the multifaceted challenges faced by families, such as work-life balance, economic pressures, childcare accessibility, and social support.

Family and social networks greatly contribute to an individual’s well-being, in addition to supporting individuals realize their many personal and professional ambitions.

Although family and social networks are viewed as elemental sources of support, modern trends are reshaping the dynamics of family and social life. For instance, changing gender roles have seen more women joining the workforce, necessitating more flexible working arrangements for parents to carve time for childcare.

On the other hand, divorce rates are on the rise due to changing expectations of marriage, gender roles, and personal fulfillment. Many young people are delaying marriage and starting families later due to financial constraints, further exacerbating demographic issues, such as low fertility rates.

Overall, these trends highlight the need for comprehensive family policies that consider the evolving social, economic, and cultural dynamics in modern-day societies.

Backbone of society

Last month, the UAE Government established the “Ministry of Family”, a sagacious decision considering that families form the backbone of societies.

The new ministry is mandated to design and implement policies with the aim of nurturing cohesive families, positive values, and balanced family development while addressing challenges, such as fertility rates and family breakdown.

It will also oversee marriage support, parental training, and work-life balance programs, alongside placing measures to protect families and individuals from any form of abuse or violence.

The ministry will also focus on elevating the welfare of children, ensuring world-class services and programmes deliver on that commitment, whilst also being inclusive of vulnerable groups, such as People of Determination, senior citizens, and orphans.

Evolving needs of modern family

Countries worldwide have benefited greatly from implementing progressive family policies to address the evolving needs of modern families.

For instance, Sweden boasts a remarkably high labour force participation rate, with nearly 90 per cent of individuals aged 25 to 64 actively employed in the workforce due to a suite of policy solutions, including but not limited to, work-life balance policies.

In particular, Sweden stands out with its generous parental leave policy, offering 480 days per child, which can be shared between parents. On the other hand, France provides affordable childcare services and family income supplements, easing the financial constraints of families while giving them the flexibility to pursue their careers.

In Germany, child benefits are dispensed to all parents, regardless of income, to cover their children’s essential needs. Norway prioritizes family health through universal healthcare access, including maternal and child services, while Japan focuses on supporting its aging population through considerate policies, such as tax deductions and home care services.

These multifaceted policies highlight the many innovative ways that governments pursue to strengthen family structures and elevate well-being levels.

There is an abundance of evidence that also highlights the benefits of family-friendly policies and programs, ensuring optimal levels of well-being all stages of life, in addition to contributing to a nation’s economic growth, competitive workforce, and social stability.

Childcare framework

From the moment of birth, numerous policies are designed to support children’s growth and development, including access to world-class maternal and infant care services, affordable and quality early childhood education and care programs, child immunisation programmes, and and dental services.

Nurturing environments are key for improving a child’s attainment of development milestones, which could be in the form social connections, recreation, culture, counseling, and play. That said, many programs and services are designed for easy access in residential areas to attract children and their families to enjoy these amenities. Childcare frameworks and regulations also ensure children receive a caring upbringing, free from abuse or violence.

Quality education, including affordable schooling and extracurricular opportunities, enhances intellectual growth, and plenty of support should be provided to engage families with the aim of enhancing their children’s educational outcomes. As children grow older, multifaceted policies inspire and nudge students to opt for strategic academic specializations with promising careers that will have a lasting impact on their lives.

Changing dynamics of family life

Family wellbeing is also shaped by various interconnected factors that create a stable and supportive environment. Economic stability, through secure jobs, adequate income, and access to affordable housing, lays the foundation for resilience, complemented by policies, such as child allowances.

Marriage policies should offer financial incentives for newlyweds and to further boost economic self-reliance, it is pivotal that parents are enabled to pursue employment, bearing in consideration work-life balance. Work-life balance is achieved through flexible arrangements, remote working arrangements, part-time employment, as well as generous parental and childcare leaves.

It is also advantageous to enroll couples in marital educational programs and counseling services that set the foundation for a long-lasting and fulfilling marriage. Furthermore, protection measures should be put in place to prevent and treat incidents of domestic violence or abuse of vulnerable family members, including women and elderly populations.

Housing is the hallmark of family life, the place where children are raised, social connections are fostered, and a lifetime of memories are etched. Crucially, housing options should be affordable for families across different income levels and that is why, government housing grants reduce the financial burden on families.

Additionally, it is important to consider the overall urban design of residential areas so that they are family-friendly, which should include access to schools, healthcare, green spaces, cultural centers, sports facilities, childcare centers, libraries, community centers, and other favorable amenities.

An effective elderly policy ensures the well-being, independence, and dignity of older adults by providing responsive healthcare, financial support, housing, social inclusion, protection against abuse, and opportunities for continued engagement in society.

With these insights on the ever-changing dynamics of family life, policies should be designed in a responsive and practical manner in order to alleviate the challenges facing families today.
