Dubai: The fine for violating the rights of People of Determination in Dubai can go up to a maximum of Dh100,000. The fine will be doubled if the offence is repeated within the first year. This announcement is part of two new laws that were issued in Dubai, related to protecting the rights of People of Determination and ensuring their inclusion in society.

Law No. 3 of 2022

His Highness Shaikh Mohammad Bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai issued Law No. 3 of 2022 in his capacity as the Ruler of Dubai on the rights of people with disabilities.

Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of The Executive Council of Dubai, also issued Executive Council Resolution No. 1 of 2022, pertaining to the Executive Regulation of the Law on the rights of People of Determination in the Emirate of Dubai. The law ensures the inclusion and integration of People of Determination into society and seeks to include them in the process of drafting policies and legislations that concern them or may affect their quality of life.

Which rights does the law refer to?

The law includes several rights that are guaranteed to the People of Determination, including:

• Inclusive education at every stage

• Rehabilitation

• Inclusive job opportunities in all sectors

• Access to healthcare, therapeutic and social services

• Access to all services such as worship, police and legal services

As per the announcement, the relevant entities will also be required to offer People of Determination with the ability to access data and information through various platforms and inform them about their legal rights. The law also seeks to ensure that People of Determination can access banking services and participate in various sports and entertainment programmes, among others. The law also outlines the tasks and responsibilities of government entities in implementing this Law.

What are the fines for violating the law?

Violators of the law will be subject to a fine of up to Dh100,000. The fine will be doubled if the offence is repeated within a year. The law will be subject to fines listed in the Executive Regulation of the Law.

How can you report violations?

Under the new law, People of Determination can report the violations of their rights to the Community Development Authority (CDA). According to the law, a Person of Determination, his or her guardian, or anyone who witnesses a violation of the rights or mistreatment of the individual, should report the incident to relevant authorities.
